Joomla 3.x step 3 refreshes, does not progress

Step 3 on a Joomla 3.x install just refreshes the page, and the progress bar doesn't complete. This is actually a simple fix.

On step 3, look for the Display Errors line. If this is turned on, change the setting in your PHP INI file.

Update:

If you run into the problem where the installation progress bar stops and the Joomla icon just spins, try installing Joomla again in Chrome.
